Yes, and unfortunately the new head of al Qaeda in Iraq, al-masri, is following zawahiri's advice and trying to consolidate the insurgentt groups under his umbrella.
Zarqawi felt the insurgent groups (made up of Iraqis) were too cowardly and whiny to work with. :)
But we're on top of it. The political process is subsuming more than al Qaeda is.
Al Q is very aware that turning the Iraqis away from democracy and towards them is an uphill battle. And yes they're losing. Hasn't stopped them from continuing to try, however.
I think if we're able to kill al-masri, it might really be a turning point.
