thanks knuck - i sent that to one of Breyer's former clerk's for comment and will let you know if i hear anything (printable!)
It was kind to Breyer (well, OK, it sorta said he presented his arguments, ill founded as they are, like a real nice guy).
Wish list item: This paper gets a week's discussion in the nation's 12th grade civics classes.
