It may prove to be a good psyops move for now, if an unintentional one. In Latin America in general, armies and army officers are scary people, frequently quite brutal and corrupt. I can't think offhand of any Latin country where this isn't the case except maybe Chile. But if a Mexican hears there are US troops on the border, even if his cousin Juan is a Marine someplace, his first reaction will be - "they'll shoot anything that moves".
It will be interesting to see how long this deterrent effect lasts when they don't.
